StructureLib built the missing block name on the server, where only
en_US is loaded, so players on dedicated servers saw English names in
chat. Send the item's lang key and let the client translate it. Stacks
whose name is not a plain key, GT meta items among them, keep the old
server side name.
Players also saw two shapes of the same message: a bracketed name with
rarity color and an item tooltip from two of the survivalPlaceBlocks
branches, a bare yellow name from the stack list branch. All three now
build the name the same way.
## Summary
This causes inconsistency in the API and should be addressed. The
primary consumer of the API is NEI preview and the preview does show
wrong block with glass tier set, not sure if this is the cause

Cleans up the code a tiny bit, moving comments around, removing some
`@SuppressWarnings` and some unused code, and using modern Java
features.
These changes should require no modifications to any outside mods.

ofChain survival placement had a bug where SKIP (returned when a block
already exists) would not stop the chain, causing fallback alternatives
to replace already valid blocks , for example:
<img width="436" height="477" alt="image"
src="https://github.com/user-attachments/assets/7ff3d6fa-de98-4716-823f-3ad2abab7394"
/>
SKIP now short-circuits the chain, remaining alternatives are skipped
because the position is already valid.
To keep correct behavior for elements without autobuild (which
previously returned SKIP as a "no implementation" signal), a new
REJECT_CONTINUE value is added, which: continues silently like SKIP (no
error, not counted) in the walker and in the chain tries the next
alternative like REJECT
Default survivalPlaceBlock and IStructureElementCheckOnly now return
REJECT_CONTINUE instead of SKIP for unhandled paths.
Tested this with the example above, and fixed the issue:

survival placement also still works:

this should ideally merged before
https://github.com/GTNewHorizons/GT5-Unofficial/pull/6922 , to fix this
underlying bug, but if possible not be tagged without the other PR,
which would cause all NEI previews of multis with water to not show any
water anymore

Many multiblocks can only be placed or rotated in certain orientations.
This has been always done ad-hoc, with individual checks for each
controller. This is inconsistent and sometimes it results in bugs where
certain orientations are not allowed for no discernible reason; for
example
https://github.com/GTNewHorizons/GT-New-Horizons-Modpack/issues/14206.
This PR introduces a short list of named constants to
`IAlignmentLimits`, which describe common multiplboc orientations. These
are currently:
* `UNLIMITED`: Any orientation is allowed. Most multiblocks.
* `UPRIGHT`: The multiblock must be in an upright position, with the top
side facing up. Example: Distillation Tower, Ore Washing Plant.
* `NOT_UPSIDE_DOWN`: The multiblock can be in any orientation, except
for the top side facing directly downwards. This is currently only the
Large Heat Exchanger and Integrated Ore Factory.
* `FACING_UP`: The front of the controller must face up. Example:
Flotation Cell, XL Turbines.
Currently, these constants describe the allowed facings of *all* GT5U
multiblocks.
A multiblock can then simply return one of these constants from
`getInitialAlignmentLimits()` to describe its valid orientations,
instead of implementing the logic itself. This concentrates the code to
one place, improves readability, and fixes any bugs connected with these
checks being done wrong.
Of course, even though the list is currently complete, if any future
multiblock wants to implement its own strange restrictions on
orientation, it can still implement its own check instead of returning
one of the constants.
A follow-up PR to GT5U implements this for all multiblocks which
restrict valid orientations:
https://github.com/GTNewHorizons/GT5-Unofficial/pull/4595
Add channel desc and channel indicator item. Its meaning and development
examples has been added to overview page in javadoc.
Also removes gt_no_hatch and show_error special button from GUI as they
are now a candidate in the dropdown menu.
one day we will move this to MUI2, but for now let's stick to existing
infra that is known to work
https://github.com/user-attachments/assets/814edbb6-c4b4-4309-8798-787d9ed1aeef
Note: channels in demo video are from GT5. if you boot the pack without
the modified gt5 you won't see most of the channels.
