feat(controller): maxDrawers config

Fix a server load issue with extreme drawers setup reported in
the #moderators channel by Elisis.
Implements the suggestion from @Prometheus0000:
> Is there a way to limit it to not range, but number of drawers?
> Without too big a code change?
Here is a maxDrawers configuration for the drawers controller.
maxDrawers default value is 2048 and is found in the controller section.
`StorageDrawers.cfg`:
```yaml
controller {
B:enabled=true
I:maxDrawers=2048
I:range=12
}
```

Fixed the MOD_ID String conditioning the gtnh module initialization to "dreamcraft"
that is the GTNH-Core MOD_ID.
