Improve liquid conduit behavior with in/out mode
...
- Change ILiquidConduit to have more sensible methods
- Ability to extract/input now checks redstone mode
- This means in/out can only input if extraction is not active, and
vice versa

New gradle task to help translators
...
* The new gradle task "checkTranslations" creates reports on
missing/extra lang file entries for all language files
* It is not included in the normal build process and must be run by hand
* The reports are gitgnore'ed

Cleaned up and updated the dependencies section in the gradle build file.
...
Added a repositories section with the needed maven repos.
Removed the libraries from the lib directory, no longer needed with the changes made in the build file.
Added a new gitignore while not removing any of the old entries that may still be needed.
