fix(ci): 修正 secrets: inherit 缩进

问题: 批量插入时缩进错位 (对齐到 uses 值层级而非键层级), YAML 无效, Gitea dispatch API 500
改动: secrets: inherit 与 uses 键对齐
验证: dispatch API 恢复 204, run 正常创建
